Chittenden County - CCRPC (2024)

Chittenden County is located in northwestern Vermont between Lake Champlain and the highest peaks of the Green Mountains. The County’s nearly 350,000 total acres have a rich diversity of landscapes: forests, farms, water bodies, small cities, suburban areas, and villages. Founded in 1787, Chittenden County has about 168,000 residents living in 19 municipalities that range in size from 29 to over 40,000 residents. The County is the heart of the Burlington – South Burlington Metropolitan Statistical Area (the economic engine of Vermont); home to the State’s largest higher education institution, health care facility, and private sector employer; and nationally recognized as having an outstanding quality of life. Unlike many rural regions which have experienced population decline in the past 30 years, Chittenden County is growing, and at a rate higher than the rest of Vermont, higher than the New England region, and higher than the U.S. as a whole.

CURRENT PROJECTS:

2018 ECOS Plan

The CCRPC has been producing a Regional Plan to protect the County’s resources and to guide its development since 1976. Beginning in 2010, as the result of a $1 million grant from the United States Department of Housing and Urban Development Sustainable Communities Project (with co-sponsorship from the EPA and U.S. DOT), the format of the Regional Plan was largely reworked and expanded to include the Metropolitan Transportation Plan (MTP) and the Comprehensive Economic Development Strategy (CEDS). The 2018 ECOS Plan was adopted on June 20, 2018.

REGIONAL ENERGY PLAN

The CCRPC developed a focused Regional Energy Plan to advance the State’s Comprehensive Energy Plan’s climate and energy goals while also being consistent with municipal and regional land use plans. The Regional Energy Plan will also help to implement the recent legislation (Act 174) to improve the siting of renewable energy projects by giving towns and regions a greater voice in the Section 248 process.

advanced Traffic monitoring system using bluetooth technology

The CCRPC and Vermont Agency of Transportation (VTrans) will implement corridor level Bluetooth (BT) monitoring devices deployment on five corridors in Chittenden County to establish real time traffic monitoring and management systems information which will be utilized by the VTrans Advanced Transportation Management System (ATMS) and Traveler Information System (TIS) for 511 through the State Traffic Operations Center (TOC). This BT monitoring deployment will provide the opportunity to deliver real time traffic monitoring and communication (through the VTrans TOC, ATMS, and TIS) including travel times, average travel speeds, start of congestion, and crash avoidance areas – enhancing safety, mobility, reducing congestion and congestion-related vehicle emissions in the region.

CHITTENDEN COUNTYBIKE/PED PLAN (aCTIVE TRANSPORTATION PLAN)

The overall objective of this project is to produce a region-wide Plan for existing and future bicycle and pedestrian facilities and programs that will serve as the active transportation element of the long-range Metropolitan Transportation Plan (MTP). When completed, the Plan will include recommended facilities, programs and policies to support active transportation (that is, walking, bicycling, running, scooting, etc.) in the region.

INVASIVE SPECIES IN CHITTENDEN COUNTY REPORT

This report was compiled at the request of the Vermont Senate Committee on Agriculture and the House Agricultural and Forest Products Committee. It gives an overview of the local, regional and state-wide agencies that work to eradicate or prevent the spread of invasive species in Chittenden County. At the end of this document is a list of invasive species currently found in or likely to spread to Vermont, with indication of whether the species is currently present or likely to spread to Chittenden County.

REGIONAL INTELLIGENT TRANSPORTATION SYSTEMS (ITS) PLAN UPDATE

This project will update the current ITS architecture and project development plan for Chittenden County that reflects the region’s ITS needs and meets the federal requirements in developing a regional ITS plan. It is intended to address the expanded realm of ITS in Chittenden County and to respond to specific recommendations and requirements needed to bring the CCRPC into compliance with current ITS program standards set by the Federal Highway Administration (FHWA) for development of architecture and strategic plans as well as the Federal Transit Administration’s (FTA) National ITS Architecture Policy on Transit Projects.
